Effect of the national standard DSTU B.V.2.7-8-94 “Styrofoam plates. Technical conditions” was renewed for the period from February 1, 2019. to 01.01.2020
At the same time, the National Standardization Body (NSB) strongly recommends to all interested parties who use GOST in their work to find an alternative to the use of the standards of the Soviet Union, which are actually regulatory acts of a defunct state and contradict the innovations introduced in the field of technical regulation of Ukraine.
Brief reference. In accordance with Article 56 of the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their member states, on the other hand, Ukraine is gradually implementing the set of European Standards (EN) as national standards. Simultaneously with such implementation, Ukraine cancels conflicting national standards, in particular interstate standards (GOST), developed before 1992.
In order to reduce the risks for economic entities, the Ministry of Economic Development invited interested parties in advance to work out issues related to:
• cancellation of GOST, which have lost relevance;
• development of national regulatory documents (standards, codes of established practice) to replace the corresponding GOST;
• development of standards, codes of established practice, technical conditions of enterprises, institutions, organizations carrying out standardization, if enterprises apply the provisions of these GOST.
In recent years, the reform in the field of technical regulation, a part of which is the system of national standardization, has achieved significant results:
• basic laws were approved (“On standardization”, “On technical regulations and conformity assessment”, “On metrology and metrological activity”, “On basic principles and requirements for the safety and quality of food products”);
• a number of technical regulations and other legal acts, which establish mandatory requirements for certain types of products, entered into force;
• a transition was made from mandatory certification of the post-Soviet model to the European system for assessing product compliance with the requirements of technical regulations. Mandatory certification is canceled, only voluntary certification is used.
Interested parties also had the opportunity to submit proposals regarding the final date of cancellation of GOST or postponement of their cancellation date. As a result, the National Assembly adopted a number of orders, which reinstated GOST developed before 1992, effective January 1, 2020, January 1, 2021, January 1, 2022. In particular, these are the standards:
• to replace which drafts of national standards are being developed or are expected to be developed;
• references to which are in normative legal acts;
• which are used in various spheres of activity;
• regarding the Unified system of design documentation;
• developed on the basis of international standards, the versions of which are up-to-date, and which, in accordance with paragraph 2 of Chapter VI “Final and Transitional Provisions” of the Law, are applied as national standards.
